Deciding on a new direction, Rob Castleman shut the doors on the Douglas County Outlaws after the 2002 season, and rebranded his organization the Southwestern Oregon Raiders and moved west towards Coos Bay.
 
The team debuted in Coquille Valley for the 2003 season and the team included players Jack Leavitt, Russell Henshaw, Steve Hutchinson, and Rocky Rodgers.  QB Luke Morrow, RB Ryan Taylor, and RB Ryan Thomason led the offense.  After getting on a two-game win streak and a third game awarded by forfeit over Columbia River, the Raiders began mounting a comeback against the Timberwolves when a 10 pm cut-off hit and with 9:32 remaining in the fourth quarter the lights went off.  The comeback began with four minutes remaining in the third quarter down 43-6.  When the lights went out, Southwestern was down 43-20 going in from 'Wolves 18-yard line.  Ryan Thomason was the scoring threat with a rushing TD and two TD receptions.  A regular season loss to the Knights was followed up with a playoff loss to the same Northwest Timberwolves to end the season that saw many of the 17 players going both-ways offensively and defensively.  Former Raider Chip Bradley would start up the Siskiyou Savages representing Curry County, Oregon in 2005.

The 2004 season started well until injuries piled up including three quarterbacks being knocked out of action and a fourth QB starting at Game 6 as a former wing back.  Anywhere between seven and ten starters at the beginning of the season were not expected to play in game 6 against the Rogue Warriors.  The Raiders struggled following the injuries and exited the playoffs at the hands of Central Oregon.  Ten players were selected to take part on the OFL South All-Stars along with defensive coordinator Scott Moore on the All-Star coaching staff.  Defensive tackle Jack Leavitt joined an all-star team pitting US players against a team from the United Kingdom played at Saffron Lane Stadium in Leicester.

The 2005 season was bookended with victories over the Umpqua Valley Knights, but the Raiders missed the playoffs due to blow out losses to the Warriors and Crusaders.  Four players earned 1st Team All-OFL selections for the South All-Stars.  Defensive Tackle Jack Leavitt was picked up to play for the indoor league Everett Hawks. Thomas Mayes, after earning 2nd Team All-OFL honors joined his brother at College of the Siskiyous in fall of 2006.

After nearly completing a .500 season in 2005 (the league counted a forfeit which did give the Raiders a 4-4 league record), the Raiders struggled through another tough season that included three games with less than 20 healthy bodies, and only 14 available in a loss to the local rival Savages.  Two losses came by a total of 7 points to Klamath and the newly formed Salem Monarchs.  Southwestern had four coaches for the first time in four seasons.
 
The franchise ended the 2007 season with the same record the 2002 Outlaws had and matched the 2006 season at 1-7.  After the season, Savage rep Chip Bradley and Coach Wigington came together to put about 30 players on the field for summer games against the Willamette Valley Raiders, Springfield Buzzards, and Marion County Law Dogs in the "Pig Bowl".  Marion County started in 1999 with the Sheriff deputies putting a team out to raise money for Law Enforcement for Youth.  The extra games were a great addition as the combined team went 3-0 and won the Pig Bowl.

As late as February of 2008, the Raiders attempted to form for the OFL season, however, not enough players turned out and the team shut down after five seasons of play.
