After a succesful run in the National Nine-Man football league, the Outlaws were part of the Oregon Football League expansion in 2006 joining along with the Salem Monarchs.  The expansion rubbed ownership of the Eugene Dragons the wrong way as they did not like a competing team in their area resulting in the 2004 champions pulling out of the OFL and joining the Washington-based Pacific Northwest Conference.  Many of the former Dragons became Outlaws bolstering an already good team as Oregon rolled through the OFL to a 10-0 record defeating the Rogue Warriors for the 2006 Championship.  Running back Niles Mittasch was named the OFL MVP at season end.

Oregon would drop the final two regular season games in 2007, but three points to Rogue and seven to the Monarchs, but recovered to defeat the Monarchs in the playoff round and after the High Desert Lightning bounced the Warriors from the playoffs, secured the Outlaws second-consecutive OFL Championship 29-20.  The Outlaws qualified for the Greater Northwest Regional Playoff, but due to injuries, withdrew from the game.  The Lightning would take their place at Fort Lewis' Cowan Stadium to take on the Pacific Northwest Conference Champion South Sound Shockers, with the winner to take on the Evergreen League Champion Blue Mountain Stars.  Some of the Outlaws players would bolster the Lightning roster for the game.  For the second year, the Outlaws running back, this time Kenny Washington, was named the OFL MVP.

2008 looked like the dynasty of the Outlaws was to be cemented as the 8-0 Outlaws awaited their semi-final playoff challenger.  The Oregon Monarchs would punch their ticket by dominating the Lightning and when the Outlaws and Monarchs squared off, the OFL got one of the best games of the year.  In the end, the Monarchs pulled off the upset 21-20, the first Outlaws loss of the season and kicked off the Monarch dynasty as they would win three-consecutive OFL Championships leading into the merger with the Pacific Football League.  Also in the mix was another former Nine-Man League challenger to the Outlaws backyard as 2008 premiered the Springfield Buzzards.  Over three seasons, the Outlaws record was 26-3, but things were about to change.

After a 3-0 start, Oregon suffered something they had never before...a losing streak.  The Outlaws lost the next three games by a total of 10-points including the first loss to their Buzzard neighbors.  Finishing the league schedule at 4-4, Oregon drew the Monarchs in the playoffs and were soundly defeated 42-6.  The torch had officially been passed.  Over the next three seasons, key players would filter off to the Monarchs and Buzzards while others hung up their helmets and called it a career.

13-22 would be the record from 2009 through 2012 for the Outlaws as the Monarchs had taken over the OFL and the "super bowl" of the year for the franchise would be the battles with the Buzzards for homeland supremacy.

Following a 2-5 outing in 2012 management pulled the plug on the Outlaws franchise in the Pacific Football League.

A new Oregon Outlaws would be formed in 2016 for entry into the Pacific Northwest Football League winter session and shut down after a 2-3-1 season.
