The Billings Dragons were formerly the Billings Knights, originally formed in 1992 as a 9-man team.  Other teams expected in the league would include Havre, Bozeman, Pocatello, and Idaho Falls, however the Idaho teams would stay in the Rocky Mountain League which had formed in 1997 with four teams.

Bucky Clark and Shawn Stringer attempted to get the team going in 2000 as part of the RMFL and initially intended to call the team the Yellowstone County Dragons.
