The Cowboys were Chuck Love's key to starting the Inland Northwest Football League out of Spokane in 2003.  The team played two games that year against the Apple Valley Bucks out of Wenatchee and won both games prompting some to call the Cowboys the "Defending INWFL Champs" as part of a recruiting tactic and attempt to build the league going into 2004.
 
The INWFL did grow for 2004 but the Cowboys fell to the bottom of the heap going 2-7.  West Plains folded along with a majority of the INWFL during the revolt against Chuck Love as most of the 2004 teams reconstituted under the Evergreen Football League, new ownership and name changes to the likes of the Yakima Mavericks and Tri City Knights.  Love tried in 2005 to run a two-team league with the Yakima Scorpions and Kootenia County Eagles after a failed attempt to get into a western Washington league.

Many of the Cowboys players would surface with the Spokane SaberCats or State Line Miners.
